Senator Kessler moved to amend the bill on page one, section three, line ten, after the word “institution” by changing the period to a colon and inserting the following proviso:  Provided, That an employee paid by a payroll card shall not be assessed any fees for using the payroll card, withdrawing funds from the payroll cord, or replacing a lost or stolen payroll card, nor shall the employee be limited in the daily amount he or she may withdraw from the payroll card:  Provided, however, That if any employee is assessed any fees relating to the payroll card, then the employer shall reimburse the employee for the fees assessed.
